Historically, it was reckoned through the female line, because there was only one family line to work with. Now, it's being handled through colony splits, and their pantheon is growing.
Caroline wasn't willing to claim that she was divine, and hence got herself tagged as a Priestess. At that point, the mice started casting around for something to call a God, and eventually went with her father. Commandments and instructions are much more readily and immediately accepted from Priestesses, as Gods frequently make no goddamn sense at all.
