I did that! It took me at least 3 rereadings to work out that it wasn't the top drawer of her tank (I can quite believe that she has a tank, of the military variety, in case of zombie invasions).
The alarming thing is that it's perfectly good English and there is no way I can think of to disambiguate it apart from hyphenating tank-top, which is a horrible solution.
